NEW PROGRAM IN RUSSIA
Beginning Summer 2008

Adopt a Miracle is pleased to announce our new Russian Adoption Program! Families are able to travel to meet or select a child for the first of two trips with a "mini-dossier", prior to receipt of the I171H. This helps the program go faster for all involved.
Children 9 months and older are available for adoption although the wait for a baby under 12 months of age will take longer. Families seeking to adopt a child over the age of three of either gender will have greater success with a referral sooner.

Ukraine
Ukraine
has always been a popular program because parents
are able to choose their child in person. Because
of the fee structure, this is a great program for
families wanting to adopt more than one child.
Children
Available for International Adoption
Legally infants
and children 18 months and up are available. The children
must stay on a national database for 12 months allowing
their own family members or other Ukrainian families
to come forth and adopt them. After this period of
time, these children will be available for international
adoption. Due to several factors that impact this timeline we strongly suggest that adoptive families not plan to adopt a child under three years of age as it is increasingly more difficult.
The ethnic
background of most of the children is Ukrainian
or Russian-Caucasian; however, occasionally Gypsy,
Tatar and Asian children are waiting for families. Ukraine law allows the adoption of two unrelated
children. The children are generally in good health,
with the exception of some having minor special needs
and some of them will be considered delayed due to
time spent in the orphanage.
Each year the adoption center in Ukraine issues the quota for the number of adoptions to occur for the coming year. Quota's are met quickly early in the year which can increase wait times for an invitation to travel and cause frustrations and additional costs due to having to keep dossier up to date.
Adoptive
Parent Requirements
The program
is open to married couples. There
is no limit on the number of children already living
in the home with the adoptive family. Age requirements are somewhat flexible but effective as of April 2008 the Government of Ukraine officially stopped allowing single applicants and applicants over the age of 50, effective immediately. The family
must meet United States Immigration requirements as
well as provide a complete dossier of paperwork to
Ukrainian officials. While singles may legally adopt from Ukraine, they are given lowest priority and we do not recommend this program for singles.
Flexibility is the key to a successful adoption from Ukraine.

Haiti
Haiti is a wonderful country from which to adopt. Because of its close proximity to the United States, traveling to meet your child is quick and more convenient than many other countries. With its reasonable fees, this is a good option for families wanting to adopt more than one child. Still, fewer than 300 children were adopted from Haiti in 2005, largely due to people not knowing about these precious children who are waiting for loving families.
Children Available for International Adoption
- Newborn to 16 years old.
- Sibling groups, twins and unrelated children can be adopted at the same time.
- Most of the children have lost their families due to extreme poverty, but they have been well cared for in loving orphanages.
Adoptive Parents
- Married couples and single, heterosexual women can adopt from Haiti.
- Adoptive applicants are required to sign a Statement of Faith in the Christian religion to adopt through our orphanage. This is a requirement of the orphanage.
- Couples should be married for at least 5 years.
- There is no upper age limit, as long as the parents are physically able to raise the child to adulthood.
- At least one parent should be 30 years or older.
- In special situations, single mothers at least 27 years old will be accepted.
- Haitian law requires that adoptive parents are a minimum of 18 years older than the adoptive child.
- Number of children already in the home varies depending on specific circumstances. Generally, a family may have up to four children. Please contact us for more specific information.
- Previously divorced individuals may adopt.
- All prospective adoptive families that are U.S. citizens must first meet the eligibility requirements of the U.S.C.I.S.
- In some cases, Adopt a Miracle can assist families living in other countries with their adoption in Haiti.
Adoption Process in Haiti
Parents generally receive a referral within 30 days of submitting the translated dossier to our Haiti Program Director. Once the parents accept the referral, it takes approximately 12 months to complete the adoption process. Parents receive monthly photos and any significant medical information about their child. Adoptive families may travel to Haiti during the waiting period to visit with their child and experience the welcoming and rich environment and culture of Haiti. The families may stay at a comfortable and reasonably priced inn, with all meals provided, located near the orphanage.

Kazakhstan
The
children in Kazakhstan are, in general, very healthy
and very well cared for. Last year, more than 800
children were adopted from Kazakhstan.
There are
many wonderful Asian and Caucasian children,
from 6 months of age and up. The children must stay
on a national database for 5 months. After this period
of time, these children will be available for international
adoption.
Sibling groups are available, most likely
they will be of the ages 3 and up or twins. The children are generally healthy, with the exception
of some having minor special needs.
Adoptive
Parent Requirements
The program
is open to married couples under age 50. The family
must meet United States Immigration requirements as
well as provide a complete dossier of paperwork to
Kazakhstan officials. The dossier guide you will be
given later will give you detailed instructions as
to what documents are necessary to adopt in Kazakhstan.

Kyrgyzstan
New Kyrgyzstan Pilot Adoption Program
Very young infants are available for adoption in this central Asan country.
As in Kazakhstan the children are Asian, Caucasian, Turkic and a mix of all ethnicities. The babies are cared for in orphanages while they wait for their families. Many older children are available and special needs children too. Adoption of un-related children is allowed. Two trips required, the first trip of 2-3 weeks, the second of about 10 days.
Due to increased interest in this country program timelines have increased for referrals and length of program.
